National Environmental protection Agencies Public Nuisance cases Accepting Center MIS Upgrade & Maintenance project of 2008

「National Environmental Nuisance Cases Center」 accepted environmental nuisance cases raised in all kinds of sources since 1993. This project was focused on year 2008. From Jan 1 to Dec 31, 2008, over 160,000 nuisance cases were reported and transferred a to the designed environmental agencies by 「National Environmental Nuisance Cases Center MIS」, therefore, the system was formed an important tool for tasks and all the staffs. The goals of the project included system maintenance and data collection of 「National Environmental Nuisance Cases Center」 . This year, the project team gathered suggestions from the users and decision makers. Within the project, implemented 33 functions of the system to satisfy users’ needs and expectations. The project team carried out 10 conferences and 12 project meetings to meet the users’ opinion and policy strategy. All conference and meetings provided the meeting briefings, handouts, manual, experts & professors’ speeches to promote the morals and strengthen the skills. The project analyzed the result of nuisance cases in 2007 and could be an important reference and data for the managers and decision makers to amend the policy or necessary trategy, SOP was updated to upgrade the quality of cases’ handling which was a major strategy this year . For this purpose the MIS needed new infrastructure to meet the procedure adjustment. This was accomplished before the conference held. Innovation had been promoted and prototype was provided to enhance more effective and friendly for people and users’ interface and framework. 1. Data exchange mechanism transferred from 「National Environmental Nuisance Cases Center」to EEMS to share resource efficiently. 2. Implemented standard operating procedure of nuisance cases handling process to upgrade quality and effectiveness, and justified system function to meet the users’ and managers’ and decision makers’ expections. 3. Analyzed frequent nuisance cases and the results which people were not satisfied . From the analysis to establish new SIP to improve nuisance cases handling processes. 4. Developed 「National Environmental Nuisance Cases Geographical Information Systems」: integrating with leading-edge technology such as GPS and GIS, and to increase geographical view and action efficiency. Decision makers could analyze from the geographical view such as the hot zone could be defined of higher nuisance cases areas and should put more efforts to reduce the major pollutions. All the geographical points and the inspection results could be accumulated and also could a good prediction tool for decision makers to set up the strategy priority.
